Many state bar associates have rules of professional conduct that prohibit attorneys from soliiciting clients that are in need: e.g. hanging out at the court house and targeting unrepresented defendants, mailing letters to victims who are listed in the newspaper.

But, now i see that many attorneys are establishing referral services where they solicit litigation leads for personal injury cases and they sell the leads to attorneys or law firms for a fee, but they are not technically practing law, so the state bar isnt enforcing the model rules of professional conduct on them.

I dont see anything wrong with an attorney acting in a non-attorney manner to generate business and i dont think that a state bar should interfere in a laywer's outside interest.
