TX issues CCws to both residents and non-residents. Seeing as how you plan on being a resident of TX, as long as you have no felony convictions, TX should award you a CCW in their state. Note, that OH only grants CCWs to its residents. Non-reisdents of OH are not afforded an OH CCW.
