If the IRS files a tax lien on business property, will that tax lien also take priority on the taxpayer's personal property? If the taxpayer owes a relative money, but the loan is not secured, can the taxpayer and the relative go back and secure the loan after the fact or will the IRS's interest take priority?

Tax liens take priority over the subsequently filed liens. The issue is whether you would be creating a preference to another creditor over the IRS. If the IRS challenges the subsequent lien, then the court will likely set aside that lien in favor of the IRS
