I need about $34k per yr for school and shelter. Family kicks in about $10k , i pitch in about $5k per year and my question is would it be possible for me to take the extra $10,000 for living expenses (rent)? Would I get a refund check in that amount? Or will the federal loan only cover tuition?

You can use your federal student loans for tuition and R&B. You are not required to provide an accounting. You are simply liable for the repayment.
