If a debtor has credit card debt and the credit card company reserves a certain state law to contract the credit card transactions, will that state also control the statute of limitations for collections?

Thats exactly right. When you subscribe to a credit card you agree to their terms and conditions of usage, which is usually in fine print, and states which state law will control any legal dispute.
