JOB SUMMARY:
The Office of the Chief Counsel provides legal advice to, and legal representation of, U.S. Customs and Border Protection (CBP) officers in matters relating to the activities and functions of CBP. The Office is also responsible for reviewing proposed actions to ensure compliance with legal requirements, preparing formal legal opinions, preparing or reviewing responses in all court actions, civil or criminal, involving CBP, and developing, implementing, and evaluating nationwide programs, policies, and procedures within its functional areas. The Office of the Chief Counsel has both a Headquarters and a field structure. The Headquarters office is located in Washington, D.C. and its activities are divided broadly into three functional areas: Ethics, Labor and Employment; Enforcement; and Trade and Finance. The field structure consists of Associate and Assistant Chief Counsels located in major cities across the United States who advise CBP field managers on matters involving the same three functional areas noted above.
Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Applicant must be a graduate from a full course of study in a school of law accredited by the American Bar Association and be an active member in good standing of the bar of a state, territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico.

Applicants will be rated based on their experience and/or education.


Specialized Education:

Recent law school graduates may be appointed to attorney positions at the GS-11 level with the following additional qualifications: rank in the top 1/3 of graduating class; participation on the school's official Law Review; membership in the Order of the Coif; or winning of a moot court competition. An interim appointment of 14 months may be made pending the selectee's admission to the bar.

If you have fewer than five (5) years of legal experience, you must submit a copy of your law school transcript and grade point average or class ranking with your application materials.


You must be a U.S. citizen to qualify for this position.

Under Executive Order 11935, only United States citizens and nationals (residents of American Samoa and Swains Island) may compete for civil service jobs. Agencies are permitted to hire non-citizens only in very limited circumstances where there are no qualified citizens available for the position.



You will be required to do some travel.

In accordance with 5 U.S.C §301 and DHS Delegation No. 0160.1, CBP requires any application for employment with CBP meet one or more of the following criteria as it pertains to the three (3) consecutive year residency requirements set forth in CBP Directive No. 51332-015.

1) The applicant physically resided within the United States or its protectorates or territories. Short trips abroad, such as vacations, will not necessarily disqualify an applicant.

2) The applicant worked for the U.S. Government as an employee overseas in a Federal or military capacity.

3) The applicant was a dependent of a U.S. Federal or military employee serving overseas.
