The population of inmates continues to increase but the emphasis on rehabilitation continues to decrease. The percentgage of persons incarcerated per capital exceeds that of other civilized countries by a wide spread.

In addition, 2/3rd of the criminals incarcerated are imprisoned for non-violent crimes. Would'nt it be better to just make teh non violent criminals make a repayement back to the victims and to society with financial payments? Or why dont we make these criminals serve in the military?
