I've never heard of that. I've heard of people getting engaged overseas, and then starting the paperwork to get their future spouse into the country. But if they're not able to get some type of real visa to get into the US, then they'll have to wed elsewhere. And a marriage certificate is not a ticket to the US either. Often times they bring their foreign spouse to Canada (closer) and have them wait there until they get their paperwork finalized.
And then there are those who come into the US on a proper visa, let it lapse, remain here illegally, find a spouse, marry, and then file paperwork for a green card.
