It is possible to contest a city putting water and sewer on a property so that the property taxes dont increase?

First let me say that I can't imagine why you wouldn't want public water and sewer, especially since it will help in the resale of your property. But to answer your question, it is possible, though you're not likely to be successful. You would have to write in to your local city council and public works department. You should also place your protest on the record at your city council meetings.
