to aviod cyber squatting, can you simply put the site "under construction"? What if you listed it for sale?

I think the intent of cyber squatting is that you have a site and someone else creates a site selling/doing the same thing your site does but the name is spelling slightly different.
E.g.: craigslist.org vs craiglist.org
The problem is that some of the violators of cyber squating are located outside the US and its difficult to enforce US laws on foreigners in foreign countires.
So, if you can, capture all the domain names you can to eliminate the chances of this happening.
