If someone signed something and then under oath in a court of law says they didn't is that perjury?

If the statement was a lie, it is perjury. A lawyer would impeach the witness's testimony.

What if the case is over but after the case is over its discovered that the person lied. Then what? Can you re-open the case even if the deadline for appeals is over?

Perjury happened at the trial. The fact that you found out about the perjury after the trial. You can still file an appeal and refer the matter to the criminal prosecutor. I would do it.
