client has occupied a leasehold for over 35 years. The floor tiles were made out of asbestos and are starting to wear-out. The landlord says the floor is the property of the tenant and the tenant says the lease says that he owns the content of the leasehold rather than the actual floor and walls.

Anyone have any experience with these landlord tenant issues?

I can't believe the landlord is denying ownership over teh structure to avoid replacing the tiles. I would imagine that he would do so just to avoid future problems. Those have to belong to the landlord. But, at least you can tell you client asbestoes, teh way I understand it is that it is only dangerous if it is airborne.
