How would I access another person's bankruptcy records? Are they public record and are they free to access? Thank you

Your bankruptcy petition is generally a matter for public record. Anybody can learn an about you and your assets/liabilities by looking at your bankruptcy papers. Even more than they could learn by looking at your income tax return.

Most people that file bankruptcy editing their petition so that they dont disclose too much information to the public where their identoty could be hijacked. The bankruptcy petition has information so that creditors can identify you but not so much that somebody else could hijack your identity.

Tax liens are also public; same with mortgage foreclsoures. If you are a judgement creditor or if you are making a claim on on a bankruptcy filing, then you will be afforded the right to see the debtors assets and liabilities.
