is there any truth to the claim that the ABA is going to require that all attorneys, from every state, be required to obtain continuing education annually?

Individual states and not the ABA regulate attorneys. The ABA can recommended things to the states, but they cant mandate anything. I think the ABA's main role is to oversee law schools and the bar exam.
