Topic History of: Punishment or Rehabilitation?

Mark The population of inmates continues to increase but the emphasis on rehabilitation continues to decrease. The percentgage of persons incarcerated per capital exceeds that of other civilized countries by a wide spread.

In addition, 2/3rd of the criminals incarcerated are imprisoned for non-violent crimes. Would'nt it be better to just make teh non violent criminals make a repayement back to the victims and to society with financial payments? Or why dont we make these criminals serve in the military?
